Even Izanagi-no-Okami Picaro's apparent vulnerability to Hama and Mudo (instant-kill Bless and Curse skills, respectively) can be easily dealt with by equipping Joker with the Hermelin Badge, a DLC item that nullifies Bless and Curse skills. He also has the Persona trait Country Maker, which increases his attack and defense based on how much of the Compendium the player has completed 100% completion means those stats are doubled. On top of that, Izanagi-no-Okami Picaro resists all damage types outside Bless and Curse. As for Victory Cry, restoring the player's HP and SP after each victory means being able to use Myriad Truths in the next fight so long as Joker ended the previous one with Izanagi-no-Okami Picaro equipped. It's balanced somewhat by its high SP cost, which means Joker will probably only be able to use it once per battle early on without using healing items, but that's more than enough for most non-boss enemies. The former is an incredibly strong Almighty attack, which means nothing in the game can resist, nullify, drain, or repel it. What makes Izanagi-no-Okami Picaro so powerful is his access to both Myriad Truths and Victory Cry. In the two games he appears in, Izanagi-no-Okami is the only Persona of the World Arcana, which (in tarot) represents totality, fulfillment, and the end of the hero's journey. This is the protagonist's Ultimate Persona, obtained during the true ending and only available afterward in New Game+ via fusion (which requires the player to be at least level 91). There are several versions of Izanagi available in Persona 5 Royal, the most powerful being Izanagi-no-Okami. Persona 4 players may remember Izanagi as the starting Persona of that game's protagonist. Each DLC Persona also has a Picaro variant, which starts at a higher level and has better stats, resistances, and skills. Since the Velvet Room's Compendium (unlike Fusions) does not restrict Joker from obtaining Persona with levels higher than his own, players can easily fill their party with endgame-strength Personas as soon as the Compendium becomes available during the first palace.
